THE CONTEXT AND OBJECTIVE OF THE POSITION:
Under the supervision of the Fuel Management Officer (GASOIL), the incumbent will be responsible for the reception, storage, delivery and control of fuel and must ensure that light vehicles, trucks and generators of WFP and its partners are refueled according to their pre-approved requests according to WFP procedures.
RESPONSIBILITIES/OBLIGATIONS:
Maintain, analyze and produce fuel consumption rate in accordance with the procedures and normative guidelines established by the WFP Supply Chain Unit.
Ensure that diesel tanks are gauged in the morning before and after operations and report any anomalies relating thereto.
Be responsible for the operational process of supporting the receipt, storage, accounting and reporting of all fuel procurement and delivery in the WFP office in Haiti
Ensure that fuel quality control is carried out for each refuelling from the PAM supplier.
Ensure that adequate equipment such as pumps, fire extinguishers, safety equipment are implemented and used in accordance with safety/security rules.
Ensure that fuel supply is carried out in such a way as to avoid fuel shortages
Efficiently use available resources for fuel delivery to ensure that fuel is delivered in the right quantity and quality.
Monitor and analyze fuel usage and consumption for each WFP site, track any changes and update records accordingly.
Create reports based on forecasts, delivery and consumption according to guidelines, identify problem areas and suggest improvements.
Ensure that fuel consumption tests of vehicles and generators are carried out from time to time and as required by the Country Office
Prepare daily, monthly and annual fuel report (receipt/delivery/transaction) for the fuel manager.
Occasionally travel across the country at the request of the organization.
Contribute to the daily, weekly and monthly reconciliation of fuel inflows and outflows.
Contribute to the implementation of quality control procedures and policies.
Inspect fuel supply, storage, and receiving facilities. Analyze historical fuel consumption and forecast future needs.
Plan supply and distribution in the various sub-offices
Use Fleet Management System (FMS) to monitor fuel consumption of vehicles, generators, various sub-offices
Assist and implement fraud prevention programs.
Analyze fuel databases and prepare reports.
Ensure cleanliness in the diesel distribution area
Observe the rules and safety instructions specific to the diesel management service (reception, storage, delivery and control)
Perform any other related tasks that may be assigned by the immediate supervisor.
DELIVERABLES AT THE END OF THE CONTRACT:
The work must be well planned and organized; all problems causing differences between physical and virtual stock in fuel management must be identified quickly and resolved in a timely manner.
