Job Description
Functions and responsibilities
The Capacity Building Officer will be responsible for the following tasks:
Training management
Conduct preliminary assessments to determine training and capacity building needs regarding the management of SAEPs on administrative, financial, technical and social aspects. This also includes possible field visits and consultations with stakeholders.
In conjunction with stakeholders, develop training and support plans and procedures for OPs and CTE staff of SAEPs. This includes, among other things:
Preparation of training documents, including preparation of a training plan, terms of reference for recruiting trainers.
The development of a performance monitoring plan, including performance indicators.
Planning of logistics and human resources needs where applicable.
Planning training workshops.
Implementation of the training plan with stakeholders and support activities. Raise awareness among local stakeholders, authorities, and beneficiaries about good practices for sustainable management of SAEPs.
Prepare training reports
Evaluate the impacts of training activities and monitor indicators related to operator training and supervision.
Develop communication channels with all DINEPA structures in the area of Drinking Water and Sanitation (EPA), in order to have better management of SAEPs.
Compliance and Regulation
Ensure that training complies with water sector standards in Haiti, UNOPS, DINEPA and donor policies.
Coordination and Documentation
Contribute to the documentation and writing of SAEP management manuals.
Archiving training modules for future use.
Essential qualifications
Training
Master’s degree in sociology, development sciences, social communication, local development, anthropology, agronomy or any other similar field.
University degree in sociology, development sciences, social communication, local development, anthropology, agronomy or any other similar field plus two (2) years of relevant experience.
A secondary diploma in one of the above-mentioned fields plus six (6) years of relevant experience.
Experience
Experience in using Microsoft office and Powerpoint computer tools for the preparation of training support documents – Content and Powerpoint Presentation and preparation of reports is required.
Experience in coordinating and facilitating training workshops for adult staff is required.
Training for OPs, SAEP and CTE staff is an asset.
Prior experience with projects funded by international donors is an asset.
Experience working in development projects with staff from DINEPA, OREPAs, URDs, CAEPAs, TEPACs, OPs is an asset.
Language skills
Fluency in written and spoken French is required.
Fluency in Haitian Creole, written and oral, is required.
English is an asset.

Type and duration of commitment
Engagement Type: Local Individual Contractor Agreement (LICA) – Regular/Monthly: This contract is a regular monthly contract, which requires continuous services for the duration of the contract and payments will be made at the end of each month.
Level: ICS-8 LICA-8
Length of appointment: Permanent contract, subject to satisfactory performance, availability of resources and organizational priorities.
