Job Description

The IRC recognizes that people affected by crisis and those closest to them are best placed, have the right, and should have the power and resources to respond and bring about lasting change. The IRC worked in Haiti from 2010 to 2016, first launching an emergency response to the earthquake and then implementing programs in child protection, water and sanitation, health, women’s protection and empowerment, and economic recovery in Port-au-Prince and beyond. Since closing its country office in 2016, the IRC has continued to provide operational, technical, and financial support to a small number of Haitian NGO partners, including in response to the 2021 earthquake.

Haiti was identified as one of the 20 countries most at risk of a new major humanitarian crisis—or a significant worsening—in the coming year in the IRC’s 2023 and 2024 Emergency Watch List, due to its political instability, gang violence, increasing food insecurity, disease outbreaks, and climate shocks that could lead to a rapid escalation of the humanitarian crisis. In early 2023, the IRC reopened its operations in Haiti and scaled up its emergency response with an entirely partner-led response in Port-au-Prince and surrounding communities. The focus was on neighborhoods heavily affected by gang violence, as well as those with limited access to health care and services for survivors of violence and/or cholera hotspots. The IRC is also engaging with partners in the Artibonite and West departments to address unmet needs in these areas.

The IRC’s Emergency Humanitarian Access Unit (EHAU) led the initial emergency response and supported the establishment of a national program that can be fully transferred to the Latin American region (LATAM).

Job Description

Reporting to the MEAL Coordinator, the MEAL Manager is responsible for leading the monitoring, evaluation, and learning of IRC programs in Haiti (protection, health, nutrition, economic recovery) to support program management and accountability functions, including research and learning.

The primary objective of this position is to ensure that a monitoring, evaluation, accountability and data management system is in place, adequately resourced and successfully implemented from collection to visualization. This includes ensuring that data on beneficiaries, progress, performance and program outcomes are effectively collected, analyzed and documented to inform timely decision-making and appropriate corrective action, as well as contribute to broader learning from interventions.

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager works closely with the Program, Grants, and Support teams to optimize the monitoring, evaluation, accountability, and learning capabilities and opportunities of the IRC and partners’ mission in Haiti by providing vital technical assistance, capacity sharing, one-on-one mentoring, supervision, and training to IRC and partner MEAL staff.

General Responsibilities

If delegated by the National Director, represent the IRC on human environmental impact assessment at internal and external meetings, forums and other events.

Advocate for the design, access and use of data by leaders and partners for shared learning and evidence-based decision-making.

Develop and implement development impact assessment and evaluation systems and approaches that meet IRC standards and practices, project and program needs, accountability to clients, partners, and donors, and that promote program learning.

Strengthen the integration of cross-cutting priorities in development impact assessment, including gender equality, protection, safeguarding, disaster risk reduction, diversity, equality and inclusion, and the “Do no Harm” approach.

Program quality, management and implementation

Responsibilities

Management and partnership

Manage all technical aspects and MEAL actions related to the health and protection sectors; respond to program needs; promote the application of norms and standards in data quality, analysis and reporting. Ensure accountability and responsibility towards clients, partners and donors;
Improve MEAL systems and approaches, and promote learning;
Promote access to and use of data by IRC leaders and partners for shared learning and data-driven decision-making MEAL;
Collaborate with MEAL teams inside and outside IRC to provide support for the harmonization of MEAL systems and approaches, sharing capabilities and experiences.
Technical supervision

Lead the MEAL system and processes in accordance with the overall MEAL strategy throughout the project cycle, from the design and implementation phases to the closure and learning capitalization phases, this includes:
o Use learning, evidence and data from previous projects to provide sufficient information for the design of the project proposal;

o Develop logical frameworks, MEAL plans, digital data collection tools, online data management processes;

o Set up data flows and ensure that quality controls, audits and updating of data dashboards are carried out punctually;

o Supervise MEAL field activities;

o Undertake regular analyses of real-time monitoring data and work closely with program coordinators and managers to facilitate decision-making and program adaptations;

o Produce quality reports and update dashboards with key results that support learning and decision-making. These dashboards will be shared during project cycle management meetings and team meetings;

o Identify, document and share learnings to improve services and outcomes for our clients.

Engage in the design, methodology and conduct of surveys such as baseline and endline surveys, as well as commissioning external evaluations in coordination with program colleagues, the MEAL coordinator and partners;
Advocate for, and provide support for, the expansion of technologies that encourage the standardization of mobile data and online dashboards to improve the speed and quality of data collection, analysis, and visualization;
Adhere to and participate in the IRC’s efforts to meet its internal and external accountability commitments through the implementation of robust accountability, feedback and client response mechanisms.
Human Resources

Participate in the recruitment and integration of MEAL officers/agents and assistants and (where applicable) external consultants.
Main working relationships:

The position reports directly to the MEAL coordinator

The position directly supervises MEAL officers/agents and assistants, as well as other internal and/or external contacts.

Other internal and/or external contacts:

Internal: Program coordinators/managers for the entire country program

External: Collaborate with MEAL staff; clients, supervise external consultants in partnership with technical coordinators (if applicable).

Requirements

Candidates for the position of MEAL Manager:

Holds a university degree in a relevant field (such as statistics and data management, social sciences, public health, development economics or a related field) – a technical degree and additional relevant professional experience may be substituted for studies.
A minimum of 3 years of professional experience in functions related to monitoring, evaluation, taking responsibility and learning.
Technical skills in implementing quality MEAL processes and creating logical frameworks and data analyses that provide learning and lead to action.
Proficiency and experience in using mobile data collection software such as Kobo, CommCare, ODK Collect is essential, as is proficiency in Microsoft Excel, SPSS, STATA or other similar software. Knowledge of Tableau, PowerBI or GIS software and tools are additional assets;
Demonstrated skills in analysis, systematic thinking and problem solving.
A proven ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods, as well as presentation and reporting skills are important assets.
Autonomous and with excellent organizational and planning skills, including prioritizing and multitasking;
A strong understanding of accountability and a proven ability to implement feedback and accountability systems for clients is a definite advantage.
Willingness to travel and work in the field.
Fluency in written and spoken English is desirable.
