Organizational Context and Scope

Under the direct supervision of the Chief of Mission, the Programme Manager will be responsible for the overall coordination and management of IOM’s activities in the field of Transition and Reintegration (TR).

The programme, supported by a multi-donor funded small grants initiative to advance Community-Conflict-Reduction priorities, is implemented through IOM in close coordination with the programme’s various bilateral donors, with communities in priority areas, and with all levels of the host Government(s). The overall objective of the IOM programme is to create and implement medium- to long-term, locally-led activities to build resilience, strengthen the roots of stability, and prevent/reduce conflict. The successful candidate will oversee a range of duties and provide overall management of the programme throughout its geographic coverage.

DDR programs will also be implemented by the IOM in Haiti and the Program Manager will oversee their set up and implementation, in coordination with the national stakeholders.

Programmatic Design and Implementation

Participate in developing programme strategies focused on community stabilization, community engagement, and reintegration, to help ensure activities foster resilience, social cohesion, and sustainable outcomes in line with IOM’s objectives, using a conflict sensitive lens.
Coordinate project activities and initiatives on Community Violence Reduction (CVR) and Disarmament, Demobilization, and Reintegration (DDR), ensuring alignment with broader stabilization and peacebuilding initiatives.

Collaborate with local communities and stakeholders to design and implement locally-led activities that address root causes of instability and promote inclusive participation in decision-making. processes.

Staff and Stakeholder Management

Supervise, train, and support programme staff, ensuring effective collaboration across teams and adherence to organizational standards.
Establish and maintain effective relationships with government officials, and other stakeholders to facilitate programmatic alignment and resource mobilization.
Act as the primary liaison for the TR programming, ensuring clear communication with partners and stakeholders and fostering synergies with other IOM initiatives.

Operational Oversight

Backstop the financial, administrative, and logistical aspects of TR programmes delivery, ensuring compliance with IOM and donor standards.
Prepare and/or coordinate reporting requirements, including financial, narrative, and data-related outputs, to ensure accountability and transparency to donors and stakeholders in coordination with the Program Support Unit.
Collaborate with the PSU for the Monitoring and Evaluation requirements of donors and IOM.
Monitor contracting and procurement processes, ensuring quality, compliance, and efficiency in programme delivery in coordination with the Supply Chain Unit.
Risk Management and Security

Liaise with the IOM Office of Staff Security (OSS) for staff safety and compliance with UNDSS requirements, monitoring security conditions and requesting regular briefings and training for the programme staff.
Implement measures to mitigate financial, institutional, and programmatic risks, including anti-corruption and human rights due diligence frameworks.
Crosscutting responsibilities

Promote a culture of learning and innovation within the team by identifying opportunities to enhance programme effectiveness and efficiency.
Coordinate small grant initiatives and community-focused activities, ensuring alignment with programme objectives and community needs.
Perform such other duties as required.
Required Qualifications and Experience

Education

Master’s degree in political sciences, International Relations, Development Studies and Planning or a related field from an accredited academic institution with five years of relevant professional experience in positions with progressive responsibility; or,
University degree in the above fields with seven years of relevant professional experience.
Experience

At least 5 years of operational field experience in programme development, implementation and evaluation;
At least 3 years of operational experience with USAID programming or on other large donor-funded programmes in a rapid transition or post- conflict area, with some of this experience having preferably been with USAID/OTI;
Experience managing a Cooperative Agreement and following a ‘one team approach’ would be an advantage;
Previous work experience in small-grants programing, infrastructure works, procurement and civil-society strengthening highly desirable;
Experience in DDR or DDRR and CVR within the IOM highly desirable; and,
Experience managing staff from diverse environments and backgrounds
Skills

Excellent skills in monitoring and evaluation, organization, and the ability to work with minimal supervision;
Ability to effectively coordinate with other implementing partners; and,
Ability to work effectively with donors, local authorities, stakeholders, beneficiaries, and the broader community.
Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) and/or Haitian Creole is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
