Job Description
The IRC recognizes that people affected by crisis and those closest to them are best placed, have the right, and should have the power and resources to respond and bring about lasting change. We are committed to increasing the share of funding allocated to local actors in emergencies, to asking “Why not a partnership?” every time we plan a program, and to building partnerships on an equal footing.
The IRC worked in Haiti from 2010 to 2016, first launching an emergency response to the earthquake and then implementing programs in child protection, water and sanitation, health, women’s protection and empowerment, and economic recovery in Port-au-Prince and beyond. Despite the closure of its country office in 2016, the IRC continued to provide operational, technical, and financial support to a small number of Haitian NGO partners, notably in response to the 2021 earthquake.
Haiti was identified as one of the 20 countries most at risk of a new major humanitarian crisis—or a significant worsening—in the coming year in the IRC’s 2023, 2024, and 2025 Emergency Watch List, due to its political instability, gang violence, increasing food insecurity, disease outbreaks, and climate shocks that could lead to a rapid escalation of the humanitarian crisis. In early 2023, the IRC reopened its operations in Haiti and scaled up its emergency response with a fully partner-led intervention in the West and Artibonite departments. The focus was on neighborhoods heavily affected by gang violence as well as limited access to health care and services for survivors of violence and/or cholera hotspots.
The IRC’s Emergency Humanitarian Action Unit (EHAU) led the initial emergency response and supported the establishment of a national program that will be fully transferred to the Latin America (LATAM) region.
The purpose of the function
The Partnerships Manager is a key position supporting the development, management, and maintenance of strong partnerships with a wide variety of partners, in accordance with the IRC’s Partnership Excellence for Equality and Results System (PEERS) policy and donor regulations. This position is responsible for facilitating high-quality partnerships with local stakeholders and ensuring compliance with IRC and donor requirements, quality services, and results for the communities we serve. They work closely with the Programs, Grants, and Operations departments to ensure our approach to partners is consistent with the IRC’s guiding partnership principles of equality, complementarity, mutuality, solidarity, results orientation, and humility.
The Partnership Manager reports to the Deputy Director for Programs (DDP).
Main
Promoting effective and respectful partnerships
Promote and implement the IRC’s PEERS (Partnership Excellence for Equality and Results) system.
Contribute to a good understanding of PEERS within the mission team and ensure that IRC partnership principles, skills and approaches are applied by staff in all programs and projects carried out with partners.
Support the establishment of a culture of effective and respectful partnerships. Foster and promote attitudes and values conducive to collaborative partnerships among field staff and partners, based on a clear and shared understanding of the IRC’s strategy, role, and approach, as well as the IRC’s core partnership principles.
Facilitate systematic feedback from partners on the IRC’s management of the partnership relationship, including documenting and responding to partner feedback.
Support the DDP by representing the IRC’s partnership efforts in Haiti by maintaining effective communication with other INGOs, NGOs, local organizations and partners.
Partnership Management
Support the partnership management process from identification, development, risk management, project and agreement development, sub-award management, monitoring and accountability, through to closure – ensuring cross-collaboration with the Partnerships team and all components of program, operations and finance.
Conduct and coordinate partner identity and background screening (Vetting) processes, including the preparation of the vetting report.
Review proposals and budgets submitted by partners and support key technical and financial staff in this task.
Coordinate and co-lead Partnership Capacity Analysis (PCA) processes, including contributing to and facilitating collaborative risk analysis and management.
Coordinate with programs to agree/review the appropriate type of partnership agreement and draft a draft agreement, taking into account the results of due diligence and specific project and donor requirements.
Liaise with headquarters for approvals and/or review of documents and agreements.
Actively promote partner collaboration in program design and resource allocation, as well as partner participation in decision-making regarding program delivery through Project Cycle Meetings (PCMs) by supporting partnership project opening, review and closing meetings, with relevant team members.
Coordinate and participate in the effective and timely monitoring of program, financial and partner compliance, and collaborate with technical managers and finance staff to resolve project performance issues.
Work collaboratively with IRC partners and staff to constructively resolve any issues that may arise.
Contribute to the supervision and training of partners and/or coordinate the training and support of partner staff in accordance with the defined support plan.
Coordinate narrative reporting processes and liaise with finance departments on financial reporting processes, including review and feedback.
Coordinate partner support and capacity development identified during the APC or implementation.
Coordinate with financial services to ensure payments are transferred to partners within the required timeframe.
Draft and process amendments to sub-assignments in a timely manner ensuring that relevant IRC units (in-country and at HQ) provide input and approve the amendment.
Maintain complete and organized partnership files for each partner.
Maintain the partnership tracking table/monitoring schedule.
Support the DDP in the processes of closing partnership agreements.
Partnership strategy and program approach
Facilitate the IRC’s external engagement with NGOs, INGOs, and UN actors in Haiti regarding local partnerships in order to establish and maintain strategic partnership relationships.
Collaborate with the DDP and program managers to proactively identify potential partnerships with NGOs and local organizations, including deliberately seeking partner entities that are women-led and serve women and girls.
Support the Grants and Partnerships Coordinator and Program Managers to proactively engage partners in program development efforts and ensure their contributions are incorporated and integrated into all new development activities and are resourced as needed.
Other tasks
Travel to IRC partner implementation sites where possible to provide capacity development, training and monitoring as appropriate.
Update internal data management and scholarship tracking systems (OTIS)
Liaise with other IRC departments and teams.
Other relevant tasks assigned by the DDP to foster IRC partnerships.
Main working relationships
Reports to the DDP and has no management responsibilities for the current period.

Job Requirements:
Understanding and practical experience of project management principles throughout the project lifecycle (from positioning to closure).
Excellent communication, influencing and interpersonal skills, including the ability to effectively manage a variety of relationships in a multicultural environment.
Ability to adapt language to different audiences and needs.
Proven ability to collaborate equally effectively with colleagues in “remote” and diverse teams.
Strong attention to detail to ensure that own work and that of others is of a consistently high quality in a fast-paced and demanding environment.
Strong organizational skills; attention to detail; ability to multitask, prioritize and learn quickly.
Ability to work independently and remotely.
Good computer skills (Word, Excel, Outlook).
Ability to travel.
Fluency in English and French is required.
At least 4 years of experience in grant/contract management, including business development.
Experience in managing different types of partnerships, including with local and international organizations, government and the private sector.
Experience building and maintaining relationships with senior managers across different teams and functions, including those based in other geographic locations.
Genuine interest and commitment to working with local partners to ensure an effective and context-appropriate humanitarian response.
Proven understanding of project planning and management cycles, including strong program design skills.
Experience in training, facilitating dialogue and promoting action with internal colleagues and external partners.
