Job Description

The IRC recognizes that people affected by crisis and those closest to them are best placed, have the right, and should have the power and resources to respond and make lasting change. We are committed to increasing the share of funding allocated to local actors in emergencies, to asking ourselves “Why not partner with them first?” whenever we plan programs, and to partnering as equals.

The IRC worked in Haiti from 2010 to 2016, first launching an emergency response to the earthquake and then implementing programs in child protection, water and sanitation, health, women’s protection and empowerment, and economic recovery in Port-au-Prince and beyond. Even with the closure of its country office in 2016, the IRC continued to provide operational, technical, and financial support to a small number of Haitian NGO partners, including in response to the 2021 earthquake.

Haiti was identified as one of the 20 countries most at risk of a new major humanitarian crisis or a significant worsening in the coming year in the IRC’s 2023 and 2024 Emergency Watch List, due to its political instability, gang violence, growing food insecurity, disease outbreaks, and climate shocks that could lead to a rapid escalation of the humanitarian crisis. In early 2023, the IRC reopened its operations in Haiti and scaled up its emergency response with a fully partner-led response in Port-au-Prince and surrounding communities. The focus was on neighborhoods heavily affected by gang violence, as well as those with limited access to health care and services for survivors of violence and/or cholera hotspots. The IRC is also working with partners in the Artibonite and West departments to address unmet needs in these areas.

The IRC’s Emergency Humanitarian Access Unit (EHAU) led the initial emergency response and support, establishing a fully transferable country program in the Latin America and Caribbean (LATAM) region. The IRC Country Team was strengthened in late 2024 and is now fully operational.

Scope of work requested

The Health Coordinator is responsible for facilitating the design and implementation of high-quality, partner-led health service programs to reduce morbidity and mortality rates through primary health, reproductive health, water, sanitation and hygiene, and nutrition interventions. The individual will also ensure compliance with national and international guidelines, enforce quality standards, and conduct results-based monitoring and evaluation.

The Health Coordinator will identify specific growth and business development opportunities for the IRC, including managing existing and future partnerships and developing strategic plans for the country program for scalable, high-impact programs. The Health Coordinator will identify specific opportunities for local partnerships and NGOs with a partner-driven approach. He/She will serve as a key liaison with local and international implementing partners, the health cluster and the WASH cluster, as appropriate, other coordination platforms, municipalities, government partners and other stakeholders.

The Health Coordinator reports to the Deputy Director of Programs (DDP). The incumbent will work closely with the Protection Sector Manager, the MEAL Coordinator, the Partnerships Coordinator, the Finance, Humanitarian Access and Security, and Operations Services.

Specific responsibilities

Program Strategy

Provide strategic direction and overall technical and management support to partner-led health programs in Haiti, including emergency response, post-conflict recovery, and transition to longer-term programs with business continuity and health systems strengthening.
Advise and assist in designing new programs and co-creating with partners, including identifying project development opportunities, supporting the conceptualization/design of program activities, writing or providing substantive input to technical proposals, concept notes, design of monitoring and evaluation systems and budgets for international donors, and responding to any requests for additional information from the Health Bureau or the Emergency Humanitarian Action Unit (EHAU), as appropriate.

Ensure that partnership considerations are integrated into program design and proposal development, and that partners proactively participate in program development efforts. Ensure appropriate budgetary resources for partner projects, at least as they relate to the health sector.
Refine a comprehensive strategic approach to health, in collaboration with other sector leaders, as well as multi-sectoral programming with Protection.
Provide oversight and leadership of the overall management of the Health Service, including oversight of operational functions to achieve project objectives and budget management.
Program quality, management and implementation

Responsible for project coordination with partners and direct program implementation in accordance with the IRC’s intervention strategy and international priorities, frameworks and policies.
Provide technical leadership and direction for health activities, in accordance with the Outcomes and Evidence Framework (OEF); define and implement activities adapted to the Haitian context to achieve the greatest possible coverage and impact for immediate support to people affected by violence and/or natural disasters in Haiti.

Directly participate in the Partner Capacity Analysis (PCA) and subsequent development of Partner Support Plans for program activities. Implement the existing Plan.
Develop all required Standard Operating Procedures (SOPs) and program guidelines in accordance with IRC internal policies and global program standards.
Work closely with supply chain colleagues for the targeted procurement of medicines and medical supplies as needed.

Ensure regular communication with other technical program coordinators and regional/global technical advisors for Health, Water, Sanitation and Protection, to integrate appropriate Technical Unit priorities, latest valid data and best practices in program design and implementation.
Adapt IRC direct implementation tools and systems for use by partners based on identified needs and demands.

Work with IRC staff and partners to generate greater contextual understanding by conducting needs analyses, Infection Prevention and Control (IPC) assessments, health facility assessments, and other sectoral assessments to inform the design of quality activities and share them with other humanitarian actors.
Collaborate with key staff from other technical areas to prepare strategic work plans with clear objectives and achievement criteria, long- and short-term priorities, implementation plans and evaluation tools, including indicators.
Ensure that program implementation in collaboration with Partners is timely, with target objectives and budget management, using effective monitoring and evaluation systems and adaptive management principles to achieve the desired impacts.

Ensure program activities adhere to standard operating procedures (SOPs) and demonstrate rigorous quality controls while listening to customer feedback.
Fair partnerships

Promote a culture of effective and respectful partnerships. Promote partner-led programs, in line with the IRC’s “why not partner?” and “Partner as Equal” approach.
Establish health staffing structures with the appropriate number of staff to effectively manage partnerships and ensure quality.
Ensure that partnership considerations are integrated into the health components of all proposals and that local partners are actively involved in intervention design and program delivery.
Participate in the process of identifying potential partners and analyzing stakeholders.
Actively contribute to relevant sections of the Partner Capacity Analysis (PCA) and the subsequent development of Partner Support Plans for future interventions.

Manage the implementation of actions in the Health sections of partner support plans.
Lead and/or support the collaborative design of projects and budgets with partners.
Ensure that each program design defines the IRC’s emergency approach based on how we can best support, strengthen and complement local actors.
Work collaboratively with partners to ensure project budgets reflect fair market value.

Review and provide feedback on partner technical tools, reports, and data as needed. Collaborate with partners on recommended adaptations or process improvements.
Actively participate in the Partnership Working Group (PWG) established by IRC Haiti.
Grants and financial management

Manage the implementation of emergency grants and programs, including recruitment and training, work plan development, procurement and inventory planning, budget management, and monitoring and evaluation plans.
Conduct stakeholder and partner analysis: Continuously review existing stakeholder maps to identify key players and establish collaborations and partnerships focused on health service delivery.
Develop high-quality technical proposals and reports with relevant program staff and partners, in accordance with IRC and donor requirements.

Oversee the development and delivery of all internal and external reports in collaboration with the Grants, Programs, Finance and MEAL (Monitoring-Evaluation-Accountability-Learning) departments.
Review technical tools, reports, and partner data; Promote the use of data for decision-making and recommend process adaptations or improvements, as needed. Actively participate in monthly grant review meetings.
Collaborate with IRC grants and finance staff to finalize proposals and respond to any requests for additional information.
Personnel management

Recruit, onboard and supervise IRC Health, WASH/IPC staff, and provide targeted capacity building and professional development as needed, including technical guidance, on-the-job coaching and supervision, and capacity development plans on technical and managerial skills.
Comply with and ensure that new healthcare staff understand the IRC Code of Conduct and policies related to protection from sexual exploitation and abuse and child protection. This includes ensuring that staff and communities are aware of, and have safe and confidential access to, reporting mechanisms and support services.

Coordinate performance management within the department and ensure a high performance culture through staff engagement and accountability.
Maintain open and professional relationships with team members, fostering a strong team spirit and providing supervision and guidance to enable staff to succeed in their roles.
Coordination and representation

Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant stakeholders
Regularly attend Health and WASH cluster meetings and other relevant coordination and working group meetings, at appropriate levels, to feed into IRC priorities in the field.
Ensure that health concerns and challenges are brought to the attention of relevant forums in order to advocate for standards and procedures that systematize the implementation and coordination of integrated health programs on the ground.
Others:

Other relevant tasks assigned by the supervisor to improve IRC programs.
Job Requirements:

Education : A Clinical Diploma (in Medicine or Nursing) with a Master’s in Public Health or equivalent is required.

Work experience : Minimum of six years of experience in humanitarian health programs in acute emergency and post-conflict recovery settings (including at least two years of field experience).

Demonstrated skills and competencies:

Previous work experience with IRC and an understanding of IRC systems and processes is strongly preferred.
Genuine interest and commitment to collaborating with local and national NGOs and government partners in emergency programs.
Demonstrated experience leading a team and building partnerships to achieve results.
The ability to innovate and deliver integrative multi-sectoral programming in collaboration with WASH and Protection in complex emergency and post-conflict contexts like Haiti.
Previous experience leading programs in complex emergencies and low-resource settings, as well as the ability to recruit, supervise, coach and mentor staff.

Proven leadership and strategic planning skills, including budget management.
Proven knowledge of gender equality issues and proficiency in managing related projects.
Proven ability to work well and promote teamwork, comfortable in a multicultural environment, flexible and able to handle pressure with professional ease.
Proficiency in Microsoft Office Suite, including Word, Excel, Power BI and Outlook
Demonstrated dedication to an anti-racist and Do No Harm approach and gender equality.
Exceptional planning and personal organizational skills.
Able to prioritize and effectively track multiple activities and deadlines simultaneously.
Very organized with careful attention to detail.
Language Skills : Fluency in French and Haitian Creole is required. Fluency in English would be an advantage.

Work Environment : IRC office in Port-au-Prince with local travel to partner project sites in Port-au-Prince and Artibonite when security and access permit.
