CONTEXT:
Present in Haiti since 2008, the organization implements projects on the following themes:

Functional rehabilitation
Economic inclusion
Inclusive disaster risk management
Defending the rights of people with disabilities and promoting inclusion
Emergency responses (Cholera, internally displaced persons, Cyclones, Earthquakes, etc.).
The projects are implemented with numerous local partners, including organizations of people with disabilities, in the departments of the West, Northeast, North, Northeast, South, and Southeast. Two operational bases are located in Port-au-Prince and Cap-Haïtien (the base was opened as part of the response to the August 2021 earthquake).

HI Haiti had a total budget of €3.5 million in 2025. The team consists of 91 staff members (7 international and 84 national). The program is funded by the Belgian Development Cooperation (DGD), the Luxembourg Ministry of Foreign Affairs, ECHO, UNICEF, among others.

YOUR MISSION:
The security department consists of a Security Officer who monitors the evolving situation by gathering information. A liaison officer is currently being recruited for the CDCS project in the Tabarre area. Through focal points, NGO contacts, and civil society organizations, the security department provides daily analysis of the security context. It conducts security assessment missions in hostile areas as needed for operations. HI is a member of the OCHA-led Humanitarian Access Working Group (HAWG) and contributes to improving the humanitarian response in Haiti by supporting the collective efforts of the Country Humanitarian Team (CHT), the Inter-cluster team, and partners to establish and maintain humanitarian access.

· The HASM (Humanitarian Access and Security Officer) is responsible for supporting the Program Director in security management in Haiti.

The objective is to facilitate the implementation of activities, while minimizing risks to HI staff and assets.

The HASM ensures that risk analyses, security frameworks, protocols, and tools are in place, while overseeing their correct and effective implementation. To this end, it is involved in the planning and monitoring of operations and plays a key role in incident management.

· The HASM is also responsible for strengthening the analytical, dialogue and negotiation capacities of HI teams so that populations can fully access humanitarian aid.

This position reports directly to the Program Director.

Mission 1: MANAGEMENT:

Mission 2: STRATEGY:

• Contributes to the development and implementation of the operational strategy (StratOp) for Access and Security: risk analysis, scenarios, SWOT analysis, identification of strategic directions and priorities…

• Responsible for translating the StratOp into action plans (HAS part): distribution of files within the HAS team, monitoring of proper implementation and adjustment if necessary.

Mission 3: STANDARDS AND EXPERTISE:

· Responsible for the development, implementation and updating of HI’s security framework within the program (procedures, documents and tools).

• Ensures the implementation of HI’s security policy, operational guide and new security guidelines.

• Develops a learning system based on experiences acquired and lessons learned within the program.

• Ensures HI’s external representation on security issues concerning its country (e.g., forums, operational and strategic alliances).

Mission 4: OPERATIONAL IMPLEMENTATION:

Responsibility 4-1 : Context monitoring, acceptance building, and humanitarian access

Responsibility 4-2 : Operational Security Management

Responsibility 4-3: Capacity building and training in security and humanitarian access

JOB SPECIFICS/PARTICULARITIES:
Accommodation in a shared guesthouse. Due to the volatile security situation, restrictions exist regarding movement, walking, and driving, which may be revised depending on events. Nevertheless, living conditions are good (restaurants, gyms, cultural activities, etc.).

Curfew at 9pm and restricted movement zones.

Requirements

YOUR PROFILE:

• Experience in a similar role, in security assessment, analytical and planning skills.

• Extensive experience working in conflict-affected areas and with the associated risks to personnel and security organization.

• Good computer skills (information retrieval, software), including the use of various communication tools, PCs, and mapping software.

• Ability to work within a multidisciplinary and multicultural team.
