JOB DESCRIPTION
Background:
Founded on the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace, and security.
Placing women’s rights at the center of all its efforts, UN Women is responsible for leading and coordinating the efforts of the United Nations system to ensure that commitments made by Member States on gender equality and the empowerment of women translate into concrete action worldwide. UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, and builds effective partnerships with civil society and other relevant stakeholders.
In Haiti, growing insecurity has led to internal displacement, now estimated at more than one million people, the majority of whom are women and children. At the same time, there have been massive repatriations of Haitians from several countries, often in inhumane conditions and in violation of humanitarian and human rights standards.
Between January and November 2024, 5,857 incidents of gender-based violence were reported, the majority of which involved sexual violence (69%). Alleged perpetrators are primarily members of armed groups (64%), followed by civilians (34%). While all population categories are at risk of GBV, internally displaced persons are disproportionately affected, accounting for 61% of all victims. Risks of GBV are heightened in IDP sites, while access to basic social services remains a challenge, sometimes exchanged for sexual exploitation. The intensification of violence since February 2024 has significantly impacted the availability of GBV responses.
In response to the humanitarian crisis currently affecting Haiti with approximately more than 1 million displaced people, the majority of whom are women and children, the fundamental role of UN Women is to advocate for and facilitate access to data disaggregated by sex and age, to support partners and key actors including REGAH, to provide technical support, to promote coordination, monitoring and evaluation, to document relevant results; to generate and promote the use of disaggregated data.
It is within this framework that UN Women wants to recruit a Gender Advisor in Humanitarian Action who will provide advisory and technical support to the management team of the Haiti office by being very actively involved in supporting and strengthening the capacities of gender and humanitarian coordination.
Under the direct supervision of the Deputy Representative of UN Women, and in close collaboration with the Humanitarian Gender Specialist, he/she will be responsible for operationalizing the actions planned in the gender and humanitarian action strategy of the United Nations and UN Women in order to achieve concrete results and strengthen the capacity and leadership of United Nations agencies and other humanitarian actors to implement gender-sensitive humanitarian programming.

Specific responsibilities
1. Provide technical advice and contribute to results-based management:
Contribute to an in-depth analysis of the specific consequences of the current crisis on women and girls, including by leading the development of rapid gender assessments and analyses in coordination with local women’s civil society organizations;
Support, in close coordination with the humanitarian specialist, the implementation of projects in response to the impact of the recent escalation of violence on women and girls;
Support the Humanitarian Country Team (HCT) and the Inter-Cluster Coordination Group (ICCG) with gender analysis, capacity building and technical assistance throughout the humanitarian program cycle, including supporting the implementation of the Gender Roadmap in Humanitarian Action and the implementation of the Gender and Age Marker;
Support the integration of disability-related issues into the response
Serve as an interface with partner organizations as an Alternate Humanitarian Specialist
2. Provide support in coordination, partnership and resource mobilization
Support UN Women’s participation in the humanitarian architecture;
Represent UN Women in its role within the Inter-Agency Working Group for the Prevention of Sexual Exploitation and Abuse (SEA), including tasks related to reporting and the development of relevant materials, particularly for survivor assistance
Represent UN Women, as designated, and support relevant inter-agency working groups (such as the Gender in Humanitarian Action Working Group and the Gender-Based Violence Sub-Cluster);
Produce periodic updates and summaries on the country’s development situation for stakeholders, CO, RO and HQ;
Establish and maintain strategic alliances and partnerships to promote humanitarian action in Haiti.
Support UN Women’s existing partnerships with humanitarian actors, including OCHA, UNICEF, and UNHCHR.
3. Oversee knowledge management and communication on humanitarian action
Support UN Women’s efforts in carrying out the rapid gender assessment on the gendered impact of the ongoing crisis
Contribute to the identification of challenges, lessons learned and good practices from the implementation of gender-responsive humanitarian programming in Haiti and support the development of knowledge products reflecting them
Contribute to the emergency response through the development and implementation of communication and advocacy messages and strategies on key gender and protection concerns;
Develop information, education and communication (IEC) materials, press releases, situation reports, alerts and contribute to gender and protection-related inputs in documents prepared by the Office for the Coordination of Humanitarian Affairs (OCHA).
4. Contribute to capacity building on gender in humanitarian action:
Supporting capacity building initiatives for gender actors in humanitarian work
Identify needs and opportunities to provide inter-agency and gender-focused capacity building support across sectors/clusters in coordination;
Support capacity building activities on concepts related to gender-responsive humanitarian action and the integration of information management and analysis;
Support the development of capacity of country staff to engage in needs assessments and to support coordination and response from a gender perspective.
5. Impact of the results
The impact of the Gender and Humanitarian Advisor’s role will be to change humanitarian practices in Haiti in order to achieve concrete results for women and girls through:
Improving coordination and accountability for gender equality in humanitarian action.
Promoting the coherence and sustainability of gender equality and the empowerment of women.
Strengthening the capacity and effectiveness of the UN Women office and partners (ministries, UN agencies, civil society, etc.)

Qualifications
Education :
An advanced university degree (Master’s level BAC+5) in social sciences; political science; international relations; local development; international development; gender; human rights or in a related technical field.
Experience:
At least 7 years of experience; responsibility in the management of humanitarian aid programs – preferably in conflict and post-conflict situations and with an emphasis on promoting gender equality in the humanitarian context; experience in inter-agency coordination.
Experience working with governments, donors, civil society organizations at national and local levels and directly with communities.
Knowledge and experience of humanitarian system coordination and results-based management would be an asset.
Experience in professional project management, monitoring and evaluation.
Experience in gender and humanitarian data collection
Experience working within the UN is an asset.
Language requirements
Oral and written communication skills in French and English
